after a number of storable.dll errors (to fix, simply uninstall current version of perl, delete c:perl and then reinstall the latest version), I found http://beerpla.net/2008/04/30/how-to-install-the-latest-soaplite-using-perl-cpan/ to help me along with installing soap::lite.
